BROWNSVILLEBOROUGH COUNCIL COMMITTEE STRUCTURE ADOPTED JANUARY 7, 2008 COMMITTEES Brownsville Council shall consist of the following six (6) committees: (A) Finance & Personnel; (B) Public Works; (C) Buildings, Grounds and Recreation; (D) Sanitation; (E) Public Safety; (F) Community and Economic Development. COMMITTEE MEMBERSHIP Each Committee shall be comprised of three persons who shall be appointed to their respective committee by the Council President during the first Borough Council meeting of the year. Of the three persons assigned to a council committee one will be appointed to be the chair. All committee chairman are to make monthly reports at meeting and report any items to be placed on the agenda for meeting two (2) days prior to the borough office. COMMITTEE RESPONSIBILITIES A. Powers and Duties of the Finance & Personnel Committee: (Chairman-John Hosler, Tom Bush, Charles Perkins) This committee shall be responsible for the following: 1. Review and Presentation of annual budget: 2. Monitoring financial affairs of the Borough and make recommendations to Council: 3. Dealing with non-uniformed Borough employees, applications for employment, make recommendations to Council 4. Administration of Borough office and staff 5. Shall make recommendations for employee’s 1. Pay Rate’s 2. Health Insurance 3. Life and Disability insurance 4. Pension benefits B. Powers and Duties of the Public Safety Committee: This Committee shall be responsible for the following: (Chairman-Charles Perkins, Tracy Zivkovich, Teresa Hosler) 1. Any issue which affects public safety, fire, and ambulance services 2. Address any concerns of the Mayor concerning any police department issues 3. Applications for full time and part-time, officers, according to civil service regulations, make recommendations to Council 4. Any contract negotiations with the Teamsters Union 5. Acts as liaison between Fayette County EMA, Brownsville EMA, Civil Service Commission C. Powers of Public Works Committee This committee shall be responsible for the following: (Chairman-Tom Bush, John Hosler, James Lawver) 1. Activities and administration of street department 2. Conditions of roads, bridges, parks, parking drainage, sidewalks 3. Permitting process for handicap parking 4. Act as liaison between tree commission, PennDot 5. Any contract negotiations with the Union D. Powers and Duties of Buildings and Grounds Recreation Committee This committee shall be responsible for the following: (Chairman-Teresa Hosler, John Hosler, Tracy Zivkovich) 1. Maintaining all buildings owned by the Borough 2. Oversight of all buildings owned by the Borough 3. Act as liaison between the Borough, Parking Authority, Park Board, Recreation Committee 4. Oversight of all playgrounds E. Powers and Duties of Sanitation Committee This Committee shall be responsible for the following: (Chairman-Tracy Zivkovich, Charles Perkins, James Lawver) 1. Any sanitation or public health issues arising within the Borough 2. Monitor activities and address concerns with solid waste management programs 3. Monitor activities and address concerns with the recycling program 4. Any contract negotiations with waste hauler 5. Act of liaison between Borough, Municipal Authority, Fayette County Solid Waste Authority, Waste Hauler F. Powers and Duties of the Community & Economic Development Committee This Committee shall be responsible for the following: (Chairman-James Lawver, Tom Bush, Teresa Hosler) 1. Coordinating and administering community revitalization activities in the Borough involving: a. Code Enforcement b. Economic Development c. Historic Preservation d. Comprehensive Planning e. Project Bright 2. Working with the Borough office, researching and obtaining federal, state, county and private financial resources needed to support community revitalization activities in the Borough 3. Act as liaison between Borough Council, Fayette County Redevelopment Authority, Governor’s Office of Community and Revitalization, County Zoning Board, Code Enforcement Office, Businesses and Organization, Chamber of Commerce, Fayette County Community Action. 4.
